State to invest 54 million euros in Menorca next year
The national PSOE delegate, Gràcia Muñoz, and the PSOE’s island secretary, Josep Carretero, gave a positive assessment last Friday of the State Budget for 2010 which includes investments to the tune of 54.5 million for Menorca, 15 million more than this year and 4 more than in 2008.
Carretero maintained that the initial approval of the State Budget for next year is the first step towards accounts which include new contributions from the Balearic Government, the Island Council and Town Councils as well as other institutions and organisations. Referring to State investments he mentioned the S’Enclusa project, the installation of fibre optics, the construction of general purpose halls, the Ferreries bypass, aid for public transport, a new plan for local investments and the water and sewage project for Sant Antoni in Maó.
Gràcia Muñoz explained that over 50% of the budget would be spent on social expenses and social security benefits, helping the most vulnerable citizens. She maintained that Menorca would benefit greatly from the State budget which, at 54.5 million euros, is significantly higher than in the last two years. She mentioned the investments to be made on the island by AENA (8.4 million euros) and the Port Authorities (4.5 millions) and admitted that the Department of Culture’s budget had been heavily cut, although this could be increased before the budget receives final approval. Muñoz announced a new ‘Plan E’ for next year which will be mainly directed at infants’ schools and referred to the 19.6 million euros earmarked for the highways agreement and a further 10 million euros of State investment which do not appear in the general budget and which will be used for the Biosphere Reserve Centre project at S’Enclusa and the general purpose halls at Sant Lluís and Ferreries.
She added that the State had committed itself to the projects for Es Born theatre and El Socors.
The Island Council of Menorca is to supply 568,973 euros to the Town Councils for the provision of basic social services, an increase of 9.3% on last year. These subsidies are part of an agreed plan for basic social security benefits which forms the main source of grants that the Island Council will provide for the operation of social services in the municipal districts.
This year the sum designated by the Island Council has been increased to over half a million euros, of which 248,704 will come from the local authority’s own coffers and the remaining 320,268 euros will be provided in equal parts by the Ministry of Health and Social Policies and the Balearic Department of Social Affairs, Promotion and Immigration. The Councillor for Social Action, Noemí Gomila, stated that any shortfall in covering the cost of social services provided in the municipal districts would have to be covered from the respective Town Council’s funds.
